CONSTITUTION AND BY-LAWS

of the

TEXAS ASSOCIATION OF SPORTS OFFICIALS-FOOTBALL-

HOUSTON CHAPTER

REVISED and ADOPTED on April 9, 2019

CONSTITUTION

ARTICLE I

NAME

SECTION I:    Texas Association of Sports Officials-Football-Houston Chapter is the name of this organization and may be referred to herein as “Chapter”.

ARTICLE II

PURPOSE

SECTION 1:   The purpose of the Chapter is the promotion of the welfare of the game of football by:

  1. Recruiting, developing and maintaining experienced and capable football officials whose integrity is above reproach and who are actively engaged each year in quality officiating;

  1. Fostering and maintaining a high standard of ethics, encouraging fair play, sportsmanship, close cooperation and better understanding among officials, athletic representatives, coaches, players, athletic directors and the media; and

  1. Devoting attention conscientiously and diligently to the best interests of the game of football and the players who play by promoting and enforcing the rules through interpretation of their spirit and intent.

ARTICLE III

AUTHORIZATION

SECTION I:    The authorization for this organization shall be the Constitution of the Texas Association of Sports Officials-Football (“TASO”).

SECTION II:  This Constitution is subordinate to the Constitution and By-Laws of the Texas Association of Sports Officials-Football.

ARTICLE IV

OFFICERS AND BOARD OF DIRECTORS

SECTION I:    Elected Directors.  There will be nine (9) elected Board positions, as follows:

  1. Four (4) elected officers:  President; Vice-President; Executive Secretary; and Treasurer; and

  1. Five (5) elected Division representatives, one (1) from each of the five (5) Divisions.

SECTION II:  Appointed Officers.  Appointed officers of the Chapter shall be the Recording Secretary, the Parliamentarian, the Ethics Committee Chairperson, the New Officials Training Coordinator, and the Recruiting Coordinator (collectively referred to herein at times as the “Appointed Officers”).

SECTION III:  Associate Board Members.  The TASO State District Representative, if a member of the Houston Chapter, the immediate Past President of the Chapter, and the Appointed Officers shall serve as associate members of the Board and, unless otherwise determined by TASO, shall be extended all privileges of being members of the Board except they shall not be accorded the power to act nor may they cast votes.

ARTICLE V

ELECTION OF OFFICERS AND DIRECTORS; TERMS

SECTION I:    President.  The President shall be elected for a term of two (2) years beginning January 1 in even numbered years.

SECTION II: Vice-President.  The Vice-President shall be elected for a term of two (2) years beginning January 1 in even numbered years.

SECTION III:             Executive Secretary.  The Executive Secretary shall be elected for a term of two (2) years beginning January 1 in odd numbered years.  Prior to the commencement of such term of office, the Chapter, at its expense, shall maintain in effect a fidelity bond covering the Executive Secretary in an amount established by the Board and issued by a bonding company approved by the Board.

SECTION IV:  Treasurer.  The Treasurer shall be elected for a term of two (2) years beginning January 1 in odd numbered years.  Prior to commencement of such term of office, the Chapter, at its expense, shall maintain a fidelity bond covering the Treasurer in an amount established by the Board and issued by a bonding company approved by the Board.

SECTION V:  Division Representatives.  One representative from each of the five (5) Divisions shall be nominated, elected and hold office as provided in this Constitution and the Chapter’s By-Laws.  Such representatives shall be elected for a term of two years (2) as follows:

  1. Representatives from Divisions 2, 3, and 5 shall be elected in odd-numbered years and representatives from Divisions 1 and 4 shall be elected in even-numbered years;

  1. Representatives for Divisions 1, 2, 3, and 4 must be classified within the Division they represent when elected and must remain in that Division for one year. A Representative who rises to a higher Division after one year in office may serve out the remainder of the two-year term in the office they were elected to represent;

  1. The Representative for Division 5 must be a member of Division 5 when elected, but may serve the entire term even though promoted to a higher Division;

  1. Each Representative shall be elected by a majority vote of the members within the respective Division present for the election or who participate in electronic voting authorized by the Board; and

  1. Representatives shall take office on January 1 following their election.

SECTION VI:   Election Procedures.

  1. The President, Vice-President, Executive Secretary, Treasurer and Division Representatives shall be elected by a majority vote of members present for the election, or by electronic voting authorized by the Board.  If the person elected as Treasurer or Executive Secretary is unable to maintain the fidelity bond required in Article V, Sections III and IV above, the term of office of the Treasurer or Executive Secretary shall be filled by the member receiving the second highest number of votes at the immediately preceding election.  If a Treasurer or Executive Secretary cannot be determined by these procedures, the office shall be declared vacant and the provisions of subsection (b) below apply.

  1. Mid-term vacancies in any Board of Director’s office shall be filled with an election of a majority vote at the next regular Chapter meeting following announcement of the vacancy or by electronic voting authorized by the Board within twenty-one (21) days of the vacancy.

  1. No elected officer, except the Executive Secretary, shall serve more than two (2) consecutive terms in the same office.

  1. Any person who fills any Board vacancy for any reason will not have such service count towards term limits.

SECTION VII:           Meetings.

  1. The President shall be Chairperson of the Board and preside at all Board and Chapter general meetings.

  1. The Vice-President shall preside at Board and Chapter general meetings in the absence of the President.

  1. Regional meetings shall have designees approved by the Board to preside at such meetings.

SECTION VIII:  The Board shall have the authority to act on all matters not covered by this Constitution and the Chapter’s By-Laws.

ARTICLE VI

GENERAL

The duties of all officers and members of the Board and such regulations as may be necessary and proper for the conduct of the business and affairs of the Chapter shall be provided for in the By-Laws to the Constitution.

ARTICLE VII

AMENDMENTS AND RATIFACTION

SECTION I:    Any proposed amendment to this Constitution or the Chapter’s By-Laws must be submitted in writing to the Board or the Constitution Committee appointed by the President, as directed by the President.

SECTION II: All proposed amendments to this Constitution or the Chapter’s By-Laws received at least three (3) weeks prior to a meeting with an agenda item for constitutional or by-laws revisions will be submitted, with editorial revision by the Constitution Committee, to the membership for ratification.

SECTION III:  A compilation of proposed amendments to this Constitution or the Chapter’s Bylaws shall presented in writing to the Chapter membership at least fourteen (14) days prior to a vote for revision. Such vote shall be taken at a Chapter meeting with constitutional or by-laws revision on the agenda or by electronic voting authorized by the Board.

SECTION IV: Any proposed amendment to this Constitution or the Chapter’s By-Laws shall be adopted if an affirmative vote of two-thirds (2/3) of the votes cast at the Chapter meeting is recorded.

SECTION V:  Ratification of the entire Constitution or By-Laws, page by page or series of pages is allowed, as well as section by section, article by article, or groups of sections/articles.  Changes can be grouped together for voting.

BY-LAWS

ARTICLE I

PRESIDENT

SECTION I:  PRESIDENT

  1. The President shall be the Chairperson of the Board and preside at all Chapter general meetings and Board meetings.

  1. The President shall conduct all negotiations on behalf of the Chapter and shall enforce policies adopted by the Chapter.

  1. By February 1 of each year, the President shall appoint a Recruiting Coordinator, Parliamentarian, Recording Secretary and New Officials Training Coordinator.

  1. The President shall appoint any committee as deemed necessary during his/her term of office. All appointed committees expire at the end of the President’s term or when a final committee report is submitted unless the incoming President ratifies the continuation of the committee.

  1. The President shall govern his/her actions in accordance with:

  1. The Chapter’s Constitution and these By-Laws;

  2. Policies adopted by the Chapter;

  3. Majority resolution of the members of the Chapter;

  4. Advice and consent of the Board; and

  5. Recommendations of the Executive Secretary.

ARTICLE II

VICE-PRESIDENT

SECTION I:  VICE-PRESIDENT

  1. The Vice-President shall perform the duties of the President in his/her absence or inability to act.

  1. If a vacancy occurs in the office of the President, the Vice-President shall perform the duties of President for the remainder of the term until a new President is elected in accordance with Article V of the Constitution.

  1. The Vice-President shall serve as Program Chairman and be responsible for programs at Chapter general meetings and regional meetings.

ARTICLE III

EXECUTIVE SECRETARY; TREASURER; RECORDING SECRETARY;

RECRUITING COORDINATOR; NEW OFFICIALS TRAINING COORDINATOR; ETHICS COMMITTEE CHAIRPERSON; PARLIAMENTARIAN; ASSISTANT SECRETARIES;

EXECUTIVE COMMITTEE

SECTION I:

  1. The Executive Secretary shall send all notices, preserve all records and have charge of printing and publications ordered by the Chapter.   The Executive Secretary shall collect all fees and dues collected on behalf of the Chapter and deposit them with the Treasurer as soon as possible.

  1. The Executive Secretary shall maintain a membership list of all active members (as defined in Article V, Section II, below), which classifies members by their current TASO-Football Division.

  1. By December 31 of each year, the Executive Secretary shall notify each member at their last known mailing or email address, of the dues and fees payable.  All payments shall be due by February 1 (or such later date established by the Board) or within thirty (30) days of receipt of the invoice, whichever is later.  Notice shall be provided of the penalty for failure to pay on time.

  1. The Executive Secretary shall be guaranteed, as remuneration for services rendered, four thousand dollars ($4,000) plus game fees (including $5 per game cancellation fee and $5 per game late fee) collected per calendar year, over and above all expenses.

  1. The Executive Secretary shall not officiate any high school Varsity games.

  1. A record of all disciplinary actions will be recorded in the confidential records of the Chapter and maintained by the Executive Secretary.

  1. The Executive Secretary can appoint as many Assistant Secretaries as necessary.  These appointments will be submitted to the Board at its first meeting of the year for approval.

SECTION II:  TREASURER.

  1. The Treasurer shall disburse all Chapter funds as authorized by the Board. All disbursements must be approved by a Board Member prior to disbursement and all disbursements to current members must be approved by two Board Members.  Un-budgeted expenditures must be approved by the Board prior to disbursement.

  1. The Treasurer shall maintain in an interest-bearing account a general fund in the name of the Chapter. The mailing address for the monthly bank statements shall be a post office box established by the Board.  Any collection of special fees shall be carried in a special account established by February 1 of each year.

  1. The Treasurer shall maintain accurate auditable accounting records and supporting documents for all transactions in accordance with generally accepted accounting principles and utilizing software approved by the Board.

  1. The Treasurer shall submit monthly financial reports to the Board, including current balance sheets and monthly expenditure reports.  Such reports are to be prepared and presented to the Board for review no less than five (5) days prior to a scheduled Board meeting.

  1. The Treasurer shall allow any member to meet with him/her to review the Chapter’s financial records in the office of the Treasurer; provided, however, a member is not entitled to take pictures of, make copies of or otherwise remove the Chapter’s financial records from the Treasurer’s office.

SECTION III:

  1. The Recording Secretary shall be assigned by the President and approved by the Board.

  1. The Recording Secretary shall keep the minutes of the Chapter general meetings and the Board meetings.  Upon the Board’s approval of the minutes, the approved minutes shall be posted on the Chapter’s website.

  1. Copies of all minutes shall be a matter of Chapter record and shall be handed forward by successive Recording Secretaries and appropriately archived in the records of the Chapter.

SECTION IV: RECRUITING COORDINATOR.

  1. The Recruiting Coordinator shall be assigned by the President and approved by the Board.

  1. The Recruiting Coordinator shall be responsible for developing and implementing recruiting plans for the Chapter in concert with the current and long-range needs of the Chapter.

  1. The Recruiting Coordinator shall develop an annual budget and recruiting goals and objectives for the Board’s approval.

  1. The Recruiting Coordinator shall prepare reports of the recruiting results and present them to the Board.

  1. The Recruiting Coordinator shall take direction from the Board.

SECTION V:

  1. The New Officials Training Coordinator shall be assigned by the President and approved by the Board.

  1. The New Officials Training Coordinator shall be responsible for developing and implementing annual training for all new officials entering the Chapter, including all officials moving to Houston from another state.

  1. The New Officials Training Coordinator shall develop an annual budget for training new officials.

  1. The New Officials Training Coordinator shall prepare a report of the training results and present them to the Board.

  1. The New Officials Training Coordinator shall be the Chairperson of the New Officials Training Committee.

  1. The New Officials Training Coordinator shall take direction from the Board.

SECTION VI:  Ethics Committee Chairperson.

  1. The Ethics Committee Chairperson shall be assigned by the President and approved by the Board.

  1. The Ethics Committee Chairperson shall be responsible for selecting the members of the Ethics Committee with approval of the President.

  1. The Ethics Committee Chairperson shall ensure that all ethics and other alleged violations are handled in accordance with the TASO Policies and Procedures for Ethical Complaints and Other Violations.

  1. The Ethics Committee Chairperson shall develop an annual budget for compliance investigations.

  1. The Ethics Committee Chairman shall not have had an ethics violation in the ten (10) years prior to being nominated for this position.

  1. The Ethics Committee shall be comprised of three (3) or five (5) members, at the discretion of the Board.

SECTION VII:

  1. The Parliamentarian shall be assigned by the President and approved by the Board.

  1. The Parliamentarian will serve as a consultant to the presiding officer and members, and provide guidance regarding parliamentary procedure.

SECTION VII:All Officers shall act pursuant to the Constitution and By-Laws, Chapter policies and directives of the President.

SECTION VIII:

  1. Assistant Secretaries shall not concurrently hold office and shall work under the direction of the Executive Secretary and perform other duties as may be needed by the Board.

  1. The Assistant Secretaries shall contact Athletic Directors, Coaches and/or athletic secretaries in their assigned areas to obtain varsity and sub-varsity football schedules for the upcoming season.

  1. Not later than December 31 of each year, the Assistant Secretaries shall notify appropriate members by invoice of fees payable at their last known mailing or email address in accordance with Chapter requirements.  Notice shall be given of the penalty for failure to pay on time.

SECTION IX:

  1. The Executive Committee shall be comprised of the President, Vice-President and Executive Secretary.

ARTICLE IV

BOARD OF DIRECTORS

SECTION I:    The Board shall be responsible for conducting the business of and governing the Chapter.

SECTION II:  Each Board member who represents a group of officials shall act in a liaison capacity between the groups represented, the remainder of the Board and the officers of the Chapter.

SECTION III: Division Representatives.

  1. The Division 1 Representative shall assign scrimmages with approval from the Board.

  1. The Division 2 Representative shall coordinate new official training with the New Officials Training Coordinator.  The Division 2 Representative also will be responsible for all administrative duties of the new officials training.  The Division 2 Representative will assist the New Officials Training Coordinator with additional items necessary and related to training as needed.

  1. The Division 3 Representative shall coordinate mentoring activities and perform such administrative duties as directed by the Board, the President and the Executive Secretary.

  1. The Division 4 Representative shall chair the Scholarship Committee and shall select the members of said committee with the approval of the Board.

  1. The Division 5 Representative shall coordinate advertising and Chapter website activities, and perform other administrative duties as directed by the Board, the President or the Executive Secretary.

SECTION IV: The Board shall have power to adopt all regulations to govern its own deliberations insofar as those regulations do not conflict with the Chapter’s Constitution or these By-Laws. A majority of the Board shall constitute a quorum and a quorum is required for any action. Board policies and procedures shall be published and subject to change by a majority vote of the Chapter membership.

SECTION V:  The Board shall review and approve, if they are in order, prior to March 31 of each year, the financial report and records of the Treasurer for the preceding calendar year.

SECTION VI: A Board member is expected to attend all Board meetings. If a Board member is unable to attend a Board meeting, the absence may be excused by a majority vote of the Board at the next Board meeting. A Board member who has three (3) unexcused absences from Board meetings may be removed by a majority vote of the Board present. The Board member will be notified by certified mail at his/her last known address. A hearing will be held before the vote to allow the Board member to state his/her reason for not being removed.

SECTION VII:  The Chapter may, by a two-thirds vote of members’ present and voting, remove from office any officer or Board member whose actions or conduct are detrimental to the best interests of the Chapter.

SECTION VIII:  The Board is allowed to vote electronically insofar as the exact item voted on and every vote made by a Board member are recorded in a roll-call manner, and subsequently made public to the Chapter.

SECTION IX: The Board shall approve an operating budget by March 1 of each year.

ARTICLE V

MEMBERSHIP

SECTION I:    Eligibility.

  1. Any active member with TASO-Football who desires membership in the Chapter shall be accorded membership and classified according to the Division requirements in TASO-Football.

  1. Any active TASO-Football member transferring to the Chapter from another TASO-Football Chapter shall be accepted upon application and approval by the Executive Secretary.

  1. A suitable evaluation system shall be established by the Board to evaluate any member.

  1. The order of Divisions will be Division 1, the highest, followed in order by Division 2, then Division 3, then Division 4, and Division 5, the lowest.

  1. A member will advance to the next higher Division when he/she acquires the necessary TASO points, which are subject to review and approval by the Executive Secretary at the end of the year. The TASO points summary report is required at the end of the season and must be submitted to the Executive Secretary for the review and approval process.

SECTION II: Active Member.  In order to be considered an active member of the Chapter, a member must:

  1. Be free of financial obligations to the Chapter;

  2. Be free of financial obligations to the Executive Secretary;

  3. Be free of financial obligations to any Assistant Secretary;

  4. Be an active member of TASO-Football; and

  5. Be free of any penalty resulting in a suspension.

SECTION III: A member who is not an active member of the Chapter shall not be eligible to be elected or serve as an officer or Division Representative or to participate in the affairs of the Chapter.

ARTICLE VI

REGISTRATION, DUES AND FEES

SECTION I:    A membership year shall begin on January 1 and end on December 31.

SECTION II:  Dues.  Dues for membership shall be sixty dollars ($60) per year, of which fifty dollars ($50) shall be used for Chapter expenses, to pay the Executive Secretary according to Article III, Section I, and ten dollars ($10) which is to be allocated to the scholarship fund. Any member who has paid his/her dues can attend any Chapter Rules or Mechanics Clinic at no charge, provided the member has properly pre-registered for such clinic.

SECTION III: Game Fees.

  1. Fees for games assigned through the Chapter by the Executive Secretary are:

  1. $5.00 for play-off games;

  2. $3.00 for Varsity games; and

  3. $2.00 for Sub-Varsity games.

  1. Fees for games assigned through the Chapter by an Assistant Secretary are:

  1. $2.00 for sub-Varsity games;

  2. $2.00 for Chain assignments;

  3. $2.00 for Clock assignments; and

  4. $2.00 for 6-man games.

  1.  All games fees will be invoiced prior to December 31, due upon receipt, and payable to the Executive Secretary or Assistant Secretary.  Game fees not paid by February 1 are considered past due and subject to penalties and late fees.

  1. A charge of ten dollars ($10.00) will be assessed a member who accepts an assignment (Varsity or Sub-Varsity) and fails to provide 48 hours advance notice of the inability to work the assignment.  This penalty may be waived by the Board.

  1. Refund of Dues.  Chapter dues are eligible for refund as follows:

  1. 100% of total if before selection of games; and

  2. at the Board’s discretion, if after selection of games.

Upon refund of any dues, said person shall no longer be a member of the Chapter.

SECTION IV: On or before February 1 of each year, each member must:

  1. Submit game and Chapter reports; and

  2. Pay annual Chapter dues, annual TASO dues, any State or Chapter special fees, and all obligations to the Executive Secretary and Assistant Secretaries.

SECTION V:  The membership may adopt any additional annual fees (special fees) for any type of special project by an affirmative vote of two-thirds (2/3) of the votes cast at any regular meeting.

SECTION VI: Late Fees.

  1.  Failure to Pay Dues.  The penalty for failure to submit any reports and/or failure to pay Chapter and/or State dues on time will result in the assessment of a reinstatement fee of twenty-five dollars ($25) to the Chapter and any additional TASO fees that apply.

  1. Failure to Pay Fees.  Fees to the Executive Secretary and/or the Assistant Secretaries not paid by February 1 will result in a late fee of:

  1. Owing up to $24.99 – $5 late fee;

  2. Owing $25.00 to $49.99 – $10 late fee;

  3. Owing $50.00 to $74.99 – $20 late fee; and

  4. Owing $75.00 or more – $25 late fee.

  1. No Show Fee. A $25.00 fee will be assessed to a member who fails to report for an accepted game assignment, invoiced by the Chapter and payable to the Chapter, with the funds being placed in the scholarship fund.  This fee may be waived by the Board.

  1. Pre-Payment of Fees.  Should a member incur late fees to the Executive Secretary or Assistant Secretaries, the member may be subject to providing an upfront payment to the Executive Secretary or Assistant Secretaries, at their discretion, to partially cover game fees. Should a balance remain at the end of the season, the Executive Secretary or Assistant Secretaries will refund the remaining balance prior to February 1.

ARTICLE VII

SELECTION AND ASSIGNMENT OF GAMES

SECTION I: The Board shall designate the times and locations of meetings each year for selecting active officiating crews for varsity high school football games.

SECTION II: Varsity crews shall be selected from the list of active available crews that have as a crew member an official who is an active member of the Chapter.

SECTION III: All coaches who do not attend these meetings and all coaches who at any time request varsity crews shall be submitted the list of available active varsity crews and requested to make their own selection of varsity crews for their games.

SECTION IV: Prior to the first game of the season, all remaining unassigned varsity games shall be assigned varsity crews by the Executive Committee. After the season begins, the Executive Committee shall make the game assignments (unless the coaches agree to a selection).

SECTION V:  (a)  No member of the Chapter shall select a varsity crew for any varsity game unless that member is on the coaching staff of the team for whom they are making the selections.

(b)  No member or group of members, except the Executive Committee, shall make any assignment of varsity crews to Chapter sanctioned games except as approved by the Board.

SECTION VI: Regulations for canceling games are as follows:

  1. A member cannot cancel an accepted game assignment to officiate at another game except for a college game.

  1. A school which cancels a game must pay the game fee to each crew member unless the Chapter is able to secure an equivalent game for the officials on the crew whose game is cancelled.  When both schools cancel and the game is not rescheduled, UIL guidelines shall be followed.

SECTION VII: The officials for Sub-Varsity games may be selected as follows:

  1. The Executive Secretary may assign the officials; or

  2. The Executive Secretary may instruct Assistant Secretaries to assign the games.

ARTICLE VIII

MEETINGS

SECTION I:    Chapter meetings shall be held at such time and location as the Board, after recommendations from the President, shall designate. Chapter meetings will be designated as general meetings or regional meetings. The number of Chapter meetings will be set by the Board. The length of each meeting shall be determined by the agenda.

SECTION II:  Fifteen percent (15%) of active members shall constitute a quorum at Chapter general meetings. The quorum for Chapter general meetings must be met to conduct any Chapter business action.  No quorum is required for regional meetings.

SECTION III: Attendance at Chapter meetings, including general and regional meetings, shall be taken using an appropriate system and maintained as a part of the Chapter records. Members are expected to attend at least fifty-one (51%) of the Chapter meetings unless properly excused.

SECTION IV: All matters not specifically covered in this Constitution shall be conducted according to Robert’s Rules of Order Revised.

SECTION V: The order of business for Chapter general meetings shall be established by the President. The President shall propose an agenda for all Board and Chapter Meetings. The agenda should be approved by the Board or the Chapter. For a proposed agenda to become the official agenda for a meeting, it must be adopted by the assembly at the outset of the meeting. At the time that an agenda is presented for adoption, it is in order for any member to move to amend the proposed agenda by adding any item that the member desires to add or by proposing any other change. A member may make a request to be added to the agenda in writing seven (7) days before a scheduled meeting.

ARTICLE IX

CONDUCT OF MEMBERS

SECTION I: CONDUCT.  Chapter members shall subscribe to the following:

  1. TASO Code of Ethics;

  2. TASO Solicitation Policy;

  3. TASO Conflict of Interest Policy;

  4. TASO Rule Misapplication Policy; and

  5. Chapter Ethics and Solicitation Policy.

SECTION II: PENALTIES:

  1. First Offense: (i)  The Board shall give verbal or written warning or reprimand to the violator, suspend the violator for the remainder of the football season, place the violator on probation for up to one (1) year and/or recommend expulsion of the violator from the Chapter.

(ii) Probation will consist of a warning and the violator may be disallowed from participating in Chapter functions as determined by the Board for up to one (1) year. Suspension will consist of the violator being suspended from all activities of the Chapter for up to one (1) year. If a member is suspended, he/she must pay all fees and dues accrued for the year. Expulsion requires a two-thirds (2/3) vote of the members present and voting.

  1. The violator shall be afforded all due process rights as prescribed by TASO.  All complaints from members or schools must be in the form of a letter or a personal appearance before the Board.

  1. Second Offense or Violation of Probation.  Recommendation shall be made to the membership for expulsion from the Chapter. Such action requires a two-thirds (2/3) vote of the members present and voting. All complaints from members or schools must be in the form of a letter or a personal appearance before the Board.

  1. All accusations of ethics violations will be filed in writing with the TASO Ethics Committee.  A letter will be sent to TASO-Football reporting any action taken by the Board or Chapter members under this Article.
